Since founding Matsikoudis & Fanciullo, Bill Matsikoudis has successfully represented non-profits and a major city in compelling corporate polluters to remediate several former industrial sites; victims of sexual harassment and assault in the workplace; and individuals who have suffered serious harm from corporate indifference in personal injury actions. Mr. Matsikoudis also provides counsel to a variety of publicly-minded corporations, including serving as general counsel to an environmental remediation firm. Leveraging his experience and relationships from a dozen years in government, Mr. Matsikoudis represents developers in urban areas: He successfully obtained approvals for a recycling facility and is representing an industrial developer that is remediating a Superfund site and creating hundreds of blue-collar jobs. Mr. Matsikoudis also litigates on behalf of corporations in the state and federal courts of New York and New Jersey.
Mr. Matsikoudis has dedicated 12 years of his professional life to public service, including nearly nine as the chief attorney for Jersey City, New Jersey. He was appointed Corporation Counsel and Director of the Law Department for Jersey City by Mayor Jerramiah T. Healy, and was confirmed by the City Council on November 23, 2004. During Mr. Matsikoudis’ tenure as Corporation Counsel, Jersey City compelled several corporations responsible for contaminating former industrial sites to remediate those sites, so that they could be used for productive purposes. This legacy of success has made Mr. Matsikoudis a de facto expert: He has frequently lectured on using affirmative litigation to clean up brownfields and on strategies to spur urban redevelopment.
Mr. Matsikoudis also led a Task Force that developed a comprehensive strategy for green initiatives, including environmental ordinances that require Jersey City to utilize sustainable procurement practices and green construction standards. Mr. Matsikoudis spearheaded a legal effort to stop a plan to cordon off a 32-acre superfund site on the Hackensack River behind barbed wire and away from the public. Ultimately, this led to a revised remediation plan for the property, whereby Jersey City acquired the site with more than $6 million in grants and converted it into natural waterfront park.

John F. DeBartolo is a Founding member and Vice President of Atkinson & DeBartolo, PC in Red Bank. From the founding of the firm with Bunce Atkinson in 1980, he has devoted his career to the practice of Family Law and to the service of the organized Bar. John F. DeBartoloHe is a Past Chair of the Family Law Section of the New Jersey State Bar Association and Past President of the Monmouth Bar Association and has been a member of both Associations for over 30 years. He served six years as the Monmouth County Trustee to the New Jersey State Bar Association. In 2011 the New Jersey State Bar Association awarded him the Saul Tischler Award in recognition of his contributions to practice of family law.
Mr. DeBartolo was born in New Brunswick, raised in Milltown, NJ, and graduated New Brunswick High School. He received his Bachelor of Arts degree from Boston University College of Liberal Arts and his Juris Doctor degree from Boston University School of Law. After graduation from law school, he clerked for the Honorable Neil G. Duffy, Sr., JSC, in the Chancery Division, Matrimonial, Essex County.
During his career Mr. DeBartolo has represented husbands, wives, mothers, fathers, and grandparents. He has also been appointed by the Court as a guardian ad litem to represent the interests of children. He is an accomplished litigator having tried contested cases in the Superior Court and in arbitration proceedings. He has always focused on helping his clients achieve an equitable and affordable resolution to their family law issues. Mr. DeBartolo has considerable experience in the Appellate Division of the New Jersey Superior Court, having briefed and argued several reported decisions. In 2003 he argued on behalf of the New Jersey State Bar Association as amicus curiae (friend of the Court) in the case of Weishaus v. Weishaus, 180 NJ 131.
For more than 25 years he has served as an Early Settlement Panelist and Blue Ribbon Panelist in Monmouth County. In recent years Mr. DeBartolo has been called upon by his colleagues and appointed by the courts to act as mediator and arbitrator of complex family law cases. Throughout his career he has maintained a key interest in providing continuing legal education to the lawyers of this State. He served as the State Bar’s first representative on the New Jersey Supreme Court Board on Mandatory Continuing Legal Education. Mr. DeBartolo has lectured at continuing legal education seminars for the New Jersey Institute of Continuing Legal Education, New Jersey Association for Justice, and the Haydn Proctor Inns of Court, as well as for the Administrative Office of the Courts Orientation Seminar for new and rotated Judges. He served four terms on the New Jersey Supreme Court Family Division Practice Committee. He has also served as member of the District IX Ethics Committee.

Evelyn Padin was sworn in  as president-elect of the New Jersey State Bar Association. She took the oath of office at the association’s annual dinner and installation of officers at the Borgata Hotel, Casino & Spa in Atlantic City.
She is on track to become the first Latina president of the state’s leading group for lawyers, judges and legal professionals next year.
Padin, a Jersey City practitioner who handles family law and personal injury matters, said she is honored and humbled to be a part of the association’s leadership.
“I am dedicated to the idea that we can and should further the mission of the association, as well as foster more and more meaningful opportunities for women in the profession, promote diversity and advance the cause of the fundamental importance of the independence of the Judiciary in our society,” she said.
Her practice focuses on personal injury litigation and family matters. She is a former municipal court judge.
Padin has extensive experience in the association, including serving on its Nominating, Diversity, Meeting Arrangements and Program, Finance and Judicial and Prosecutorial Appointments committees. She also belongs to the Women in the Profession and Family Law sections. She previously served on the Nominating Committee. She is also a trustee of the Hudson County Bar Association, and is a former trustee of the Hispanic Bar Association of New Jersey. Padin is a founding member of the Justice Virginia Long American Family Inns of Court in Hudson County.
She owns several businesses in Jersey City and is active with the Carevel Foundation. She is a graduate of Rutgers University, has a master’s degree in social work from Fordham University, and earned her law degree from Seton Hall University School of Law.
Thomas H. Prol is the Immediate Past President of the NJ State Bar Association and a partner with Laddey, Clark & Ryan, LLP.  He concentrates his legal practice in litigation, environmental law, public entity representation and real property (purchase, tax & assessments, community association, and land use/development) matters.
Licensed to practice law in New Jersey and New York and before numerous federal courts, Mr. Prol is a member of the American Bar Association’s House of Delegates and was elected by his peers as a Fellow of the American Bar Foundation, an honor bestowed on less than one per cent of the attorneys admitted in each jurisdiction.   He has been selected for inclusion on the NJ Super Lawyers & Rising Stars list since 2011 and the national Super Lawyers Business Edition list for environmental law since 2015. In 2017, Mr. Prol was one of three finalists for 2017 NJ Attorney of the Year, and in 2004, Mr. Prol was named the NJ “Young Lawyer of the Year” by the state bar and was lauded as one of the “magnificent seven” attorneys of the year in the state by New Jersey Lawyer newspaper.
Mr. Prol is legal counsel to the Sussex County Municipal Utilities Authority, a position he has held for over a decade; Special Sussex County Counsel for environmental enforcement; property tax counsel to Byram, Green, Sparta, and Stillwater Townships; planning board attorney to Andover Borough; and, previously, municipal attorney to the Borough of Franklin (Sussex County).  He also served as Associate General Counsel & Agency Chief Contracting Officer at NYC Department of Consumer Affairs, overseeing the City’s extensive sidewalk café and business & vendor licensing systems, administrative code litigation, NYC Code interpretations, and employee discipline.
He is an adjunct professor at Seton Hall University School of Law and a frequent lecturer for the NJ Institute for Continuing Legal Education and at NJ Judicial College, and was previously an adjunct professor at NY Law School and Rutgers University.  He worked as an environmental scientist and enforcement officer for the US Environmental Protection Agency for nearly five years, and served two years as a volunteer in the US Peace Corps in Nepal.  He has also held externships with the US Attorney’s Office (EDNY)NYC Commission on Human RightsCNN, and Carter Presidential Center.

Judge Berman focuses his practice on mediation, arbitration, and discovery management of complex family, commercial, estate/probate, real estate and general equity matters. His practice area also encompasses special master services, settlement conferences and law enforcement investigations.
Judge Berman brings to the firm a wealth of expertise garnered from his many years of service to New Jersey’s Judiciary. Following a 17 year career in private practice, he served in the Superior Court of Middlesex County from 1989 to 1998, where he presided over matters ranging from prerogative writs to capital murder. He was appointed Prosecutor for Middlesex County in 1998, appearing before the New Jersey Supreme Court and trying numerous jury cases during his tenure. Daniel E. Rosner is a formidable litigator who has represented personal injury clients throughout New Jersey for over 32 years. Robert J. Brass, Esq. is dedicated to protecting the rights of individuals and corporations, who are either formally charged or under investigation by State or Federal authorities.
Mr. Brass concentrates his practice in the area of federal and state white collar criminal defense litigation, as well as other criminal litigation in federal, state superior and municipal courts.  His white collar criminal defense practice includes all aspects of fraud allegations and official misconduct/corruption allegations.  He also represents clients in civil litigation in federal and state courts.
Mr. Brass is admitted to practice before the Courts of the State of New Jersey, before the United States District Court for the District of New Jersey and the United States Supreme Court.
He represents clients in all aspects of insurance fraud litigation, including Office of the Insurance Fraud Prosecutor criminal investigations/litigation, Department of Banking and Insurance Civil Penalty investigations/litigation, Professional Board hearings, and insurance fraud civil actions brought by insurance carriers.

He is a former Deputy Attorney General with the New Jersey Division of Criminal Justice of the Office of the Attorney General of the State of New Jersey, where he prosecuted insurance fraud, official corruption, public contract fraud, environmental crimes, organized crime racketeering/homicide, computer fraud and threats to the judiciary. He is also a former faculty member of the Attorney General’s Advocacy Institute and was a team supervisor for the Attorney General’s Shooting Response Team.
Mr. Brass previously served as a Supervising Assistant Prosecutor in the Middlesex County Prosecutor’s Office and an Assistant Prosecutor in the Essex County Prosecutor’s Office. His prosecutorial experience included homicide, arson, sexual assault, aggravated assault, robbery, computer fraud, burglary, white collar crimes and drug related offenses.
Mr. Brass serves on the New Jersey Supreme Court Fee Arbitration Committee for District VC.
He also has served as a Trustee of the New Jersey State Bar Association, and as the Trustee Liaison to the Criminal Law Section and the Anti-Trust Section, from 2008 to 2014; and, is a Past Chair of the State Bar Association Criminal Law Section  He served as the New Jersey State Bar Association’s representative on the New Jersey Supreme Court Committee on Model Criminal Jury Charges; a member of the New Jersey State Bar Judicial Administration Committee; a member of the New Jersey Institute for Continuing Legal Education Advisory Committee; and, as the Chair of the State Bar Association Senior Lawyers Special Committee.  Mr. Brass presently serves as a mentor to young lawyers with the State Bar Association’s Mentoring Program; and, serves on the State Bar Association’s Meetings and Planning Committee.
